On the afternoon of August 6, the second joint conference on targeted assistance for Qinghai Institute of Technology was held in Xining. After the meeting, Wu Xiaojun, Secretary of the Qinghai Provincial Committee and Director of the Standing Committee of the Provincial People's Congress; and Luo Dongchuan, Deputy Secretary of the Provincial Party Committee and Governor, met with leaders of participating universities. Yang Zhiwen, Vice Governor of Qinghai province, attended the meeting and delivered a speech. Professor Tan Zhemin, President of Nanjing University and Academician of the Chinese Academy of Sciences, presided over the meeting.

Tan Zhemin pointed out that providing targeted assistance for Qinghai Institute of Technology is a critical measure to implement the national strategy for cooperation between eastern and western regions and to rejuvenate higher education in Western China. He stated that the assisting universities would continue to leverage their unique academic features and strengths in key disciplines, align closely with Qinghai's industrial development, talent demands, and the mid- to long-term development plan of Qinghai Institute of Technology, and focus on key disciplines, distinctive majors, scientific research platforms, and core areas of talent cultivation. They will fully utilize their advantages in talent resources to nurture and deliver high-quality teachers and managerial personnel for Qinghai Institute of Technology, laying a solid foundation for the long-term development of the institution, stimulating its intrinsic growth potential, and building a high-quality educational team that is dedicated, capable, and growth-oriented. Efforts will be made to closely follow the national strategy for Western Development and cross-regional cooperation, align with Qinghai's economic and social development, broaden collaboration fields, innovate cooperation models, promote resource sharing, co-construction of platforms, joint research, and collaborative talent cultivation, and establish a new cooperative pattern characterized by multi-party assistance, precise empowerment, mutual benefit, and sustained efforts.

Yu Shijie, Secretary of the Party Committee of Qinghai Institute of Technology, reported on the status of targeted assistance work. He stated that under the guidance of the national strategies for Eastern-Western cooperation and educational assistance for Qinghai through the Ministry of Education, Jiangsu Provincial Party Committee and Government, and supporting universities, the university launched the "2+3+N" assistance mechanism to secure its establishment and enrollment process, thus exploring an effective path for multiple renowned universities nationwide to support the development of newly established universities in Western China. The Institute will anchor the goal of building a new research-oriented technological university in Western China, continue to deepen partnership support efforts, and endeavor to innovate, expand, and invigorate the support cooperation framework. It aims to create a new model of enhanced and efficient educational assistance, contributing solidly to Qinghai's modernization endeavors and the high-quality development of higher education in Western China.

Participants expressed their commitment to precisely aligning with Qinghai's industrial development, talent needs, and the mid- to long-term development plan of Qinghai Institute of Technology, focusing on disciplinary and professional development, high-level talent recruitment and cultivation, collaborative scientific research platform building, and faculty development as key areas for deepened cooperation. The assisting universities will further integrate their educational resources, leverage complementary strengths, and establish a new cooperative pattern characterized by multi-party assistance, precise empowerment, mutual benefit, and sustained efforts.

Participants in the meeting included Zhang Jian, Vice President of Beijing Information Science and Technology University; Wang Qiyue, Deputy Secretary-General of the Qinghai Provincial Government; Jia Xudong, Deputy Secretary of the Party Committee and President of Qinghai Institute of Technology; leaders of Qinghai Institute of Technology; officials from relevant departments of assisting universities; heads of various schools and departments of Qinghai Institute of Technology; and representatives of recruited talents and "Silver Age Teachers."
